Reimagining DSHS: Reorganization Efforts Aim to Improve Agency Services

Governor Bob Ferguson has called on state agencies to improve responsiveness, reduce bureaucracy, and deliver better services. In response, the Department of Social and Health Services (DSHS) has launched Reimagine DSHS, a reorganization effort to improve access and outcomes for over 1.8 million Washington residents.

With a $21.5 billion biennial budget, DSHS is streamlining service delivery by reducing barriers and improving coordination across programs. The goal is to create a more seamless, client-centered experience, especially for those who rely on multiple services.

As of May 1, several structural changes took effect. Key shifts include combining the former Developmental Disabilities, Behavioral Health, and Aging and Long-Term Support Administrations into two new entities: the Behavioral Health and Habilitation Administration and the Home and Community Living Administration. Other offices, such as Civil Rights and Community Relations, have also been realigned to support staff and clients better. Here is the updated organizational chart.

These changes will roll out gradually with the goal of minimal disruption. DSHS will continue engaging stakeholders to ensure the new structure reflects the needs of the people it serves.
