Announcing the RCS Winter 2026 AL and SNF Forums

You are invited to attend the Home and Community Living Administration (HCLA), Division of Residential Care Services (RCS) Winter 2026 Assisted Living and Skilled Nursing Facility Forums. They are open to licensed providers and an occasion for you to meet your Residential Care Services Field Managers and Regional Administrators, discuss important topics of interest, hear regulatory updates, receive education, and learn about opportunities for quality improvement. Most importantly, you have the chance to come together and strengthen communication and understanding of our shared mission and partnership of quality care and service delivery in nursing homes and assisted living facilities for our most vulnerable clients and residents in the state.

WHCA is partnering with RCS and LeadingAge to bring you these forums. Forum education will be about:

1) HCLA and RCS structure realignment to manage a state budget shortfall and DSHS’ Reimagine Initiative
2) RCS’ rulemaking process following the state standard rulemaking process.

After attending the Winter 2026 forums, attendees should be able to:

Understand the budget cut impacts to HCLA and RCS: layoffs, hiring freeze, and travel restrictions.
Recognize HCLA and RCS’ strategic alignment with DSHS’ Reimagine Initiative.
Be aware of what RCS takes in consideration for the development of Washington Administrative Codes (WACs).
Understand how legislation impacts WACs.
Describe how rule changes are made.
Know the status of current RCS rulemaking projects.

Continuing education approval has been obtained from DSHS for AL facility staff who need to meet requirements under WAC 388-112A.
