Clean Buildings Performance Standard (CBPS) – Grant Opportunity

Building owners in Washington may be eligible for compliance-planning support through the Washington State Department of Commerce. Washington’s Clean Buildings Performance Standard (CBPS) is now being implemented. The standard establishes two tiers of compliance requirements related to building energy use.

Funding is available for:

  • Publicly or privately owned Tier 1 covered buildings, and
  • Tier 2 multifamily covered buildings financed by the Washington State Housing Trust.

In addition, privately owned Tier 1 covered buildings and certain Tier 2 multifamily buildings financed by the Washington State Housing Trust may also be eligible for funding to complete energy audits.

Projects must be designed to:

  • Bring a building into compliance with the CBPS, or
  • Identify a clear and actionable pathway to future compliance.

This funding does not support building retrofit or construction projects. The grant is intended for planning, analysis, and compliance preparation activities only (such as audits and road-mapping compliance).

This opportunity is especially useful if you need to understand where your buildings stand under CBPS and what steps are required to meet future compliance deadlines.

Applications are due March 4, 2026 @ 3PM PST. Learn more about grants and incentives here.
