Assisted Living Memory Care Standards Update – July 1, 2026 Implementation

WHCA continues to engage with state leaders as Washington moves toward implementation of the new memory care certification standards for Assisted Living. Vicki McNealley and Elena Madrid are leading work on rule development with an internal workgroup of WHCA member providers specializing in memory care services. Last week, WHCA submitted comments on the mandatory staffing disclosure form, emphasizing the need for a realistic implementation timeline and adequate time for providers to prepare and apply for certification. 

WHCA CEO Carma Matti-Jackson reinforced these concerns in recent stakeholder meetings with DSHS Assistant Secretary Bea Rector and legislative sponsor Senator Tina Orwall. Key stakeholder themes included the need for public awareness of the new disclosure forms and greater specificity on required training—including content, delivery, and documentation expectations. WHCA focused on concerns about adequate time and resources for ensuring orderly implementation of the new requirement.

DSHS is developing a draft certification application to share with providers ahead of the final release, expected in Spring 2026. WHCA has also requested clarification on how enforcement will work while applications are under review, and what happens if a current memory care provider does not receive certification approval.

The CR-102 is anticipated in January 2026, followed by a public hearing. WHCA will continue advocating for clarity, reasonable timelines, and resident-centered implementation and will keep you apprised of the work on this matter.
