On July 4, 2025, the federal government passed House Resolution 1, also known as the One Big Beautiful Bill Act, an administration-backed funding package which brought sweeping cuts and changes to Medicaid and other entitlement programs, including the Supplemental Nutrition Assistance Program. These programs serve the most vulnerable in our state and will impact DSHS’s administrative burden and available resources.

The state has already begun to feel these impacts and respond accordingly. In an effort to back fill services for those made non-eligible for services by H.R.1’s new work and immigration status requirements, the Legislature must deliver additional avenues for participation for these individuals. This means covering costs during a budget crisis that won’t be corrected in the near future. This raises the likelihood of instability in Medicaid funding for skilled nursing and assisted living settings.

Medicaid is a lifeline for many older adults and those with disabilities who need access to critical long-term care. Our providers understand the importance of sustainable Medicaid funding for staffing, care outcomes, and quality delivery of services to Washington’s low-to-moderate income residents.
