Grassroots Update: Leveraging Momentum
When you want a bill passed, time isn’t on your side. That’s especially true this session because legislators only have 60 days to consider hundreds of proposals. There are many opportunities for a bill to die, since it must pass through multiple committees – policy, (sometimes) budget, and rules – before it can be voted on by the entire house or senate. Then the whole process repeats in the other chamber.
The slower a bill moves through this process, the more likely it is to die. Whether you’re supporting or opposing a bill, it is crucial to act as early as possible to either build or slow the bill’s momentum.
