Adam Filbey

“I am interested in joining this Board because I am deeply committed to the mission and impact of our professional association. Through my experience as a member in both skilled nursing and assisted living organizations, I have valued my interactions with Board members and gained insight into the meaningful work they lead and I now hope to contribute to directly. Our industry faces significant challenges, including restrictive state budgets, increasing regulatory complexity, labor shortages, and the lasting impacts of the pandemic. These pressures require strong advocacy, innovative thinking, and a unified professional voice to help shape sustainable business models and high‑quality care environments.

“I believe that strengthening our association’s influence is essential to supporting providers, elevating professional practice, and ensuring that collaboration with state agencies reflects the needs of residents, patients, and care teams. My experience serving on the Long Term Care Governor’s Board has shown me the value of viewing issues from multiple perspectives and working with all vested stakeholders to find balanced, effective solutions results in collaborative and effective lasting benefits. If selected for this Board, I would focus on enhancing communication among facility staff, regulatory partners, and fellow Board members, and on expanding opportunities for member engagement, CEU development, and collective problem solving to advance our industry.”

Adam is an operations executive and servant leader with more than 12 years of progressive experience overseeing high-end, multi-site senior living portfolios. His expertise lies in integrating rigorous clinical compliance with a premium hospitality approach to consistently elevate the resident experience. Adam has a proven track record of optimizing P&L performance, reducing operational expenses, and successfully turning around underperforming communities while driving revenue growth through intentional market positioning. A fundamental aspect of his leadership philosophy is building cultures of excellence, employee engagement, and operational stability through a hands-on approach and innovative workforce development strategies. Items of major focus for Adam, post COVID, have been significantly reducing staff turnover and strengthening team retention. Adam’s communication style is marked by diplomacy, clarity, and high emotional intelligence, enabling managers and staff to effectively manage resident, family, and building fluctuations.


Linda Folkers

“I was a stay-at-home mom working part time at the YMCA teaching senior exercise classes. When my children started school, I returned to school for nursing. After graduation, I thought about what I enjoyed in my previous jobs and how that could be applied to my nursing career. That’s when I turned to Assisted Living. I enjoyed having long term relationships with my exercise students. I can have those same types of relationships in Assisted Living.

“I feel strongly that Assisted Living nursing is the heart of nursing. We might not be doing procedures to people, but we take care of people. Now as a regional nurse, I support several HWDs and communities. I feel strongly that my job is to make their job easier. To share ideas with them and learn from them. I see this opportunity as a chance to learn more and share more.”

Linda turned to nursing after her children were in school. Her first nursing position was as an Assisted Living Director in 2010, supervising, scheduling, and proving nursing services. In 2012, she moved up to Health and Wellness Director. Linda continued in this role until 2020, working in both assisted living and memory care communities. In April of 2020, Linda became the RN case manager working directly under the Regional Health and Wellness Director supporting 10 communities. Since April 2023, she has been the Regional Director of Health and Wellness for Cogir Senior Living. Linda was named Regional Health and Wellness Director of the Year for 2025.


Steve Geissler

“Having worked at Aegis since 2022, and as the General Counsel focused on regulatory and compliance matters, I have a front-row seat to how policy decisions shape the day-to-day realities of care providers. With a legal career spanning over 25 years and across leading brands like Eddie Bauer, Nintendo, and Hitachi, Steve Geissler brings a wealth of strategic legal expertise to Aegis Living. As General Counsel, Steve is responsible for overseeing the compliance and regulatory performance for the company’s 39 communities across Washington, California and Nevada, ensuring the company seamlessly navigates complex regulatory environments easily, mitigating risk and protecting the company’s assets. His extensive experience in acquisitions, development, and corporate governance ensures that Aegis Living operates with full compliance while maintaining the agility to seize new growth opportunities.

Independent Assisted Living (AL) (One Open Position)

Pamela Chapman

“I have been in the industry for 20 years providing oversight in many states including Oregon, California, Texas, and Washington. I know first-hand the struggles our seniors today face when it comes to finding appropriate long-term care to assist them with what they are needing to meet their daily needs. I begin my PhD program in Public Health and want to be a part of improving the current policies that are in place in the state. I will take this appointment very seriously and will give 110% of myself to making things better for our current and future seniors.”

Pamela brings to the board 20 years of experience in the senior living industry. Her experience spans over 4 states holding various positions ranging from Executive Director, Regional Director of Operations, and Vice President of Operations. She currently is serving as a Tactical Area Director-Pacific NW for Brightwater Senior Living. Pamela is dedicated to developing outstanding leaders in the industry so that they can instill that same passion and dedication to their teams in the communities.

Pamela has served on various boards and committees including the Oregon Rules Advisory Committee. She is currently enrolled in her PhD program in Public Health. During her studies, along with her professional experience, she has been made aware of the current struggles our seniors face today. If changes are not made today, these same struggles will remain for future generations. She is ready to do what it takes to help make the changes that are necessary so that seniors today and tomorrow will no longer have to struggle.


Danie Monaghan

My desire to join the board is rooted in a deep respect for the essential work WHCA does and a personal commitment to strengthening long-term care across Washington. Senior living is not simply my profession—it is my mission.

“As President and CEO of Riverview Retirement Community, I have led through growth, transition, and industry-wide challenges. My experience has required strategic planning, financial oversight, regulatory navigation, and culture development. With more than 25 years of experience in senior living, Danie Monaghan is a values-driven leader known for operational excellence, strategic vision, and an unwavering commitment to seniors. She has built a career spanning from hands-on caregiving to executive leadership, gaining a comprehensive understanding of the industry at every level. Danie has supported communities nationwide in strengthening compliance, improving quality outcomes, and building sustainable systems. Her passion is rooted in Eastern Washington state, and she brings a broad, informed perspective to regulatory readiness, culture development, and organizational leadership.

Under her leadership, Riverview achieved its first deficiency-free survey in 2025—a milestone reflecting her focus on accountability, team empowerment, and continuous improvement. She believes excellence is built through strong systems, transparent communication, and investing in people. Danie is deeply committed to advocacy, collaboration, and elevating standards across the senior living sector. She brings strategic thinking, governance awareness, relationship-building skills, and a passion for shaping policy that supports both residents and providers. Grounded in integrity and grit, Danie remains dedicated to advancing WHCA and strengthening the future of senior care within Washington State.


Zack Wester

“Over the last term, I have been honored to serve as your voice on the WHCA Board. As an owner and operator of three facilities in Washington primarily serving low-income Medicaid and behavioral health populations, I live the challenges of our sector every day. My primary mission has remained unchanged: closing the gap between the cost of care and Medicaid reimbursement.
“During my current term, I have led several key initiatives:

  • Chaired the AL Reimbursement Committee: Worked directly with WHCA staff and stakeholders to keep ALF funding at the forefront of the legislative agenda.
  • Secured Critical Gains: Played a key role in the introduction of the $20.99 per day bridge rate for high-Medicaid providers and successful increases to the base Medicaid rate.
  • Active PAC Participation: Ensured that the voices of independent ALFs are heard where political decisions are made.

“While we have seen progress, the job is not finished. Washington’s ALFs still operate under a model that doesn’t fully reflect the reality of our costs. If re-elected, I am committed to the Path to 100%: I will continue to be “laser-focused” on achieving a fully funded Medicaid model. We must move beyond “bridge rates” toward a sustainable, permanent 100% funding of the state’s own cost model.

“I am working with WHCA staff to develop robust communication plans that build consistency between legislative sessions. We need to move from reactive advocacy to proactive, year-round education for our legislators. I will continue to fight for the rates necessary to pay our staff competitive wages, maintain safe environments, and provide the high-quality care our residents deserve. Experience matters, and the relationships we’ve built in Olympia are just beginning to bear fruit. I ask for your vote to continue this momentum and ensure that Independent Assisted Living providers remain a top priority for WHCA.”

Zack Wester is co-owner of Noble Healthcare. Zack’s first exposure to long term care came while working through college as a night guard and driver at Sunrise Senior Living in Holladay, UT. After college, Zack spent time working in Taiwan, and with several companies in and around China. During this time, he developed a specialty in Government Affairs and until 2015 served as Director of Government Affairs for an energy startup.

In 2015, Zack shifted gears and joined Noble Healthcare as it was founded by his brothers Josh and Cale. Zack earned his Nursing Home Administrator’s license in Noble’s first facility, Tekoa Care Center. During his time at Noble, Zack has worked to expand specialized behavioral support programs, supported retooling and relicensing of Noble facilities from SNF to specialized AL, worked with DSHS on contract development, and most recently (as executive director) led the rollout of specialized contracts at Noble’s newest acquisition, Parkside Assisted Living.

Zack currently serves on WHCA’s ALF legislative task force – and is particularly excited to work with WHCA’s AL constituency in their efforts to educate the public and policy makers on issues and challenges impacting capacity and access to AL services, and to build consensus on long-term and sustainable solutions to those challenges.


Janice Worley-Blazek

“I am interested in serving on the Board of the Washington Health Care Association because I am deeply committed to advancing high-quality, sustainable long-term care across Washington State through informed advocacy, collaboration, and practical leadership.

“With more than 30 years of experience in long-term care, including service as a skilled nursing administrator in Washington and as a multi-facility operator in community-based care, I bring a comprehensive understanding of the full continuum of care. My career has allowed me to navigate regulatory requirements, reimbursement challenges, workforce development, and increasing resident acuity while maintaining a strong focus on person-centered care and operational accountability.

“Having worked extensively within Washington’s regulatory and policy environment, I understand how state-level decisions directly affect providers, staff, and residents at the community level. This perspective enables me to contribute meaningfully to discussions around policy development, workforce stability, and innovative care models that support both quality outcomes and organizational sustainability.

Janice Worley-Blazek is an accomplished and goal-driven healthcare executive with more than 30 years of progressive leadership experience across skilled nursing, assisted living, memory care, hospice, behavioral health, and community-based care. She currently serves as Regional Director of Operations for Sapphire Health Services, providing strategic and operational oversight for multiple communities while driving quality outcomes, regulatory compliance, financial performance, and workforce development.

Throughout her career, Janice has held senior leadership roles including Vice President of Operations, Campus Director, Executive Director, and Administrator, with responsibility for multi-site operations, budget management, quality assurance, emergency preparedness, infection control, and survey readiness. Her experience spans both established organizations and start-up environments, including leading new service lines, achieving accreditation, and stabilizing operations during periods of regulatory and operational complexity.

Janice is widely respected for her strong work ethic, collaborative leadership style, and deep understanding of the regulatory landscape impacting long-term care providers. She is particularly passionate about leadership development, staff engagement, and advancing sustainable, resident-centered care models. With a commitment to advocacy, governance, and continuous improvement, Janice seeks to contribute her operational expertise and strategic perspective to support the mission, members, and future direction of the WHCA.

As the Executive Director of an agency free skilled nursing facility, I remain focused on building strong teams, supporting emerging leaders, and ensuring consistent, resident centered care.

Amanda brings more than ten years of experience in skilled nursing, shaped by a deep commitment to regulatory excellence, resident advocacy, and the development of strong, confident leaders. She began her career as a CNA and became a licensed nursing home administrator at age 22, gaining eight years of multi‑state NHA experience before assuming her current role as Executive Director at Mountain View Rehabilitation and Care Center in Marysville, Washington. In this position, she leads an agency‑free facility grounded in stability, accountability, and staff empowerment, with a focus on cultivating teams that deliver consistent, high‑quality care.

Her passion for elder care drives her mission to create environments where residents feel valued, seen, and heard. She prioritizes training and mentorship, helping emerging leaders build the skills necessary to succeed in an increasingly complex long term care landscape. Amanda’s operational approach emphasizes defensible processes, strong communication, and a culture of dignity and respect for both residents and staff. Alongside her leadership experience, she is pursuing a legal education at Seattle University School of Law to strengthen her ability to influence regulatory compliance and advocate for meaningful policy improvements. She is committed to shaping the future of elder care as the aging population continues to grow and the sector evolves.


Lisa Moore

“I am seeking to serve on the WHCA Board during a period of significant fiscal, regulatory, and workforce challenges for Washington’s long‑term care providers. As the Legislature confronts budget constraints and ongoing pressure on Medicaid funding, strong, informed advocacy is essential to protect access to skilled nursing and assisted living services for vulnerable populations.
My career spans direct clinical care, facility consulting, and statewide strategic leadership, providing me with a practical understanding of how Medicaid reimbursement, workforce investments, and regulatory policy directly affect provider sustainability and patient outcomes. In my current role as Director of Strategic Partnerships at PACS, I work closely with providers and public partners to advance data‑driven strategies that support quality care, operational stability, and transparency—particularly in high‑acuity, Medicaid‑dependent settings.

“I am especially committed to WHCA’s efforts to safeguard Medicaid rate integrity, support quality clinical outcomes, and ensure timely access to post‑acute care. Lisa Moore is a healthcare leader with a strong clinical foundation and extensive experience in strategic operations, partnerships, and policy-informed decision-making. She began her career as a licensed physical therapist in skilled nursing, where she gained firsthand insight into the operational, clinical, and workforce challenges facing long-term care providers. She later served as a partner and consultant to skilled nursing facilities across Washington State, supporting therapists and interdisciplinary teams in implementing evidence-based clinical programs to improve quality and outcomes.

Lisa holds a Master of Public Health (MPH) and a master’s degree in Data Analytics and Visualization (MPS), equipping her to bridge clinical expertise with data-driven system design. She currently serves as Director of Strategic Partnerships at PACS, where she leads initiatives and collaborates with providers, government partners, and community organizations to advance sustainable, high-quality care delivery. Lisa is deeply committed to collaboration, transparency, and advocacy, and brings a practical, solutions-oriented perspective to healthcare leadership and policy.

Independent Skilled Nursing Facility (SNF) (One Open Position)

“I have obtained a Master of Science in nursing with a focus on leadership and management, which has guided my approach to clinical oversight, operational strategy, and organizational growth. I have served as a Resident Care Manager, Director of Nursing Services, Regional Director of Clinical Services, and currently as a Clinical Resource Director for Foundation Healthcare Services. I have overseen facilities in both Idaho and Washington and now support 4 SNFs across western and central Washington, focusing on systems implementation, staff development, survey readiness, and sustainable clinical outcomes.

“I bring strength in leading measurable regulatory and quality improvement initiatives. I have supported a facility designated as a Special Focus Facility and guided focused systems and team improvements, successfully completing the 2 required annual surveys within 12 months, resulting in only 6 and 4 low-level citations and removal from the SFF designation. Since that time, I have continued to support facilities in achieving meaningful improvements in quality care. In addition, I am a Certified Legal Nurse Consultant, which has strengthened my ability to assess risk, evaluate systems of care, and proactively address issues that impact resident safety and organizational liability. This perspective allows me to contribute thoughtfully to governance, policy, and compliance discussions.

Pete Wolkin

“I have had the pleasure and honor of serving as the independent SNF representative on the WHCA board for the last three years. During that time I have seen a lot of changes in the organization as well as in the long term healthcare environment in Washington state. There have been some setbacks but there have also been some real wins. I believe that WHCA has made big strides toward improving our service to our members, our collaboration with legislators, and our efficacy as an advocate for providers across the state. I would be honored to continue that work for another term if possible. I believe WHCA has a strong professional team and a board that works well. I am very interested in continuing work on existing initiatives and working collaboratively as new challenges arise. I believe that continuity on the board is an asset for WHCA as it allows us to maintain momentum and direction in these trying times. If elected, I will look forward to the hard work ahead and strive to represent our members to the best of my ability.”

Pete is the owner and operator of Nightingale Healthcare, a small family owned long term healthcare company that includes 4 skilled nursing and 4 assisted living facilities in Washington state. Nightingale healthcare has the stated goal of being a small company that sets a big example in long term care. Pete has played an integral part in the family business working along side his wife Tracey for nearly two decades. Together they have worked tirelessly seeking to find better ways to deliver care and housing to some of Washington’s most vulnerable populations.

Pete maintains a Certified Nursing Assistant license and a Nursing Home Administrator’s license. He received his bachelor’s degree in psychology from Lewis and Clark College. In his free-time, Pete can often be found skiing, boating, or volunteering with the local fire department. Pete has earned and maintains his certification as an EMT and an outdoor emergency responder.

Monica Chopra

“It has been an honor to serve on the Washington Health Care Association Board, and I respectfully seek re-selection to continue contributing to this important work.
As Vice President of Health & Wellness for Cascadia Senior Living, I oversee clinical operations across multiple assisted living and memory care communities in Washington. My work focuses on regulatory compliance, survey readiness, quality improvement, and workforce development while ensuring alignment with regulations. This role allows me to bring both clinical and operational perspectives to discussions impacting assisted living providers across the state.

“Over the past term, I have remained actively engaged in legislative advocacy, regulatory discussions, and professional development initiatives. Through my involvement in AHCA/NCAL leadership programs and engagement with policymakers, I have worked to elevate the voice of assisted living providers and ensure Washington’s perspectives are represented in broader policy conversations.
My involvement in the AHCA/NCAL Emergency Preparedness and Life Safety Committee, Clinical Practice Committee, Quality Committee, and DELP program brings a Washington perspective to key national long-term care discussions. I was also recently selected to serve on the AHCA/NCAL Political Action & Involvement Committee (PAIC), further strengthening my advocacy efforts on behalf of our profession.

Monica Chopra is a dedicated healthcare professional with a deep commitment to senior care. She currently serves as the VP of Health and Wellness for Cascadia Senior Living, where she oversees the well-being of residents across sixteen communities in Washington, Oregon, and Idaho. Monica’s career journey began in 1999 when she moved to the United States from India, initially working as an interpreter. Her desire to help others led her to pursue nursing, and she has since built an extensive career in senior care, with over fourteen years of experience in Washington.

Throughout her career, Monica has steadily advanced from a CNA to her current leadership role, where she continues to champion the highest standards of care for vulnerable populations. Her expertise spans a wide range of healthcare and management areas, including policy analysis, strategic planning, and both clinical and administrative operations. Additionally, she has served as an AFH Complaint Investigator for the RCS, contributing to the improvement of care in senior living communities. Monica’s dedication to her field was recognized in 2014 when she was honored with the WHCA Assisted Living Nurse of the Year award. Outside of her professional responsibilities, Monica enjoys spending quality time with her family, including her young granddaughter, and indulging in her love for cooking. She is also the proud owner of a Yorkshire terrier named Dash.


Amber Givens

“I am seeking to join the WHCA Board to advocate for the ever-changing needs of Washington’s long-term care providers. My experience as a nurse includes skilled nursing leadership as well as clinical and operations mentorship in assisted living. I bring a well-rounded understanding of the challenges of staffing with excellence and quality care. Staff training and retention are two areas that I believe will directly affect industry challenges. My goal is to ensure that our members have not only the resources and support to thrive in our complex and growing landscape but also a clear understanding and ability to communicate their ‘why’ for providing long-term care. Amber Givens received a Bachelor’s degree in Nursing from Indiana State University and a Master’s degree in Nursing Leadership with an emphasis in Healthcare Systems from Grand Canyon University. Her post-acute nursing experience began as a night shift nurse in a 1-star facility, which quickly led to a role as the Director of Nursing through the COVID pandemic and the achievement of a 4-star rating and an occupancy rate of 92%. From regional clinical consulting in skilled nursing, Amber shifted her focus to assisted living and currently works as the regional director of both clinical and operations for all Avista Senior Living communities in Washington. In the last year the communities have increased operational efficiency by over 1000% through a focus on expense management, staff training and retention, RN delegation best practices, and the development of a positive work culture.

When Amber is not in a community mentoring or connecting with the team, she enjoys her family and their small farm with a miniature Jersey cow in Central Washington. She and her husband have been married for over 30 years and have four grown children and three grandchildren. Some of Amber’s favorite moments include a crowded table full of food and family and sharing flowers and produce from her garden.

Morei Lingle has 37 years of experience in the senior housing industry with a background in skilled nursing, Alzheimer’s care, independent and assisted living. Morei is one of the original members of the Merrill Gardens team, starting with the company in 1996. In the past 28 years she has been instrumental in guiding the company’s growth into a leading national operator. She has worked in all phases of operations for the company and established a comprehensive company-wide customer service initiative.

In her role as Senior Vice President, Morei oversees the Human Resources and Training team, as well as supporting overall company operations in the United States and China. In addition, she is part of a senior housing consortium that designed and implemented the first semester-long course in Senior Living Management at a public university. Morei is also one of the teaching professionals for the course at Washington State University that is designed to bring management talent to the senior housing industry. She is also actively involved in Argentum and CALA.

Jeremy Aaron is the Founder and Owner of ANDS Nurse Consulting, a Pacific Northwest–based clinical consulting firm providing RN oversight, delegation, regulatory compliance support, and operational guidance to assisted living and residential care communities. Under his leadership, ANDS partners with more than 60 communities, delivering structured clinical systems that improve resident care outcomes, strengthen frontline healthcare teams, and support survey readiness.

Jeremy specializes in regulatory compliance within Washington and Oregon, with particular expertise in RN delegation, nurse oversight, quality assurance, and transitions from traditional nursing models to Medication Technician-supported systems. His organization has successfully supported numerous state surveys and remains citation-free in delegation and RN oversight services. Passionate about elevating frontline healthcare professionals, Jeremy focuses on practical education, accountability systems, and collaborative partnerships that empower operators to meet regulatory standards while enhancing quality of life for residents. Through board service with WHCA, Jeremy seeks to contribute a clinical and regulatory perspective that supports operators, strengthens industry standards, and advances sustainable models of care across Washington’s long-term care communities.

Throughout my career in healthcare, I have focused on building strong, collaborative partnerships with the providers who care for our most vulnerable populations. I believe associate business members play a critical role in supporting facilities with the resources, innovation, and responsiveness they need to succeed. Serving on the board would allow me to bring the perspective of a partner who works closely with assisted living communities every day. My goal would be to strengthen communication between providers and associate members, ensure vendor partnerships remain meaningful and supportive, and help identify opportunities that improve both resident care and operational success for facilities. Josh Burt is the Sales Manager at Soundview Medical Supply, where he leads a team of account managers supporting assisted living communities across the Pacific Northwest. Josh has spent the past 23 years in the healthcare industry, all with Soundview, which has allowed him to build long-term relationships and develop a deep understanding of the operational challenges assisted living providers face every day. His team focuses on helping assisted living communities simplify their medical supply processes so caregivers can spend more time focused on residents. They specialize in providing reliable incontinence supply solutions and practical support that helps facilities operate more efficiently while maintaining high standards of resident care. Josh is also proud to work closely with Washington Health Care Association, partnering with assisted living providers through collaboration, education, and industry support. What Josh enjoys most about his role is working directly with operators and care teams to find solutions that make their jobs easier and ultimately improve the quality of life for the residents they serve.
