WHCA deeply values the diverse and extensive expertise of our provider members. We are seeking dedicated volunteer professionals to serve a two-year term as Volunteer Advisory Consultants — a unique opportunity to lead and contribute your knowledge and insight to help shape the future of long-term care in Washington. As a WHCA Volunteer Advisory Consultant, you will serve as an executive-level resource, participating in key activities that align with your areas of expertise and interest. This role allows us to maintain a strong network of trusted specialists we can call on to assist with critical leadership initiatives while allowing you the chance to play a critical role in shaping the regulations and decisions that impact providers and residents across the state. This role is volunteer and non-paid/reimbursed.

 In this role, you may be asked to:

  • Participate in short-term workgroups
  • Serve as a stakeholder on specific issues
  • Review and provide input on legislation, draft regulations, and policy proposals

These opportunities typically arise up to four times per year and may require prompt turnaround to ensure your valuable input helps drive effective outcomes. Assisted Living Reimbursement Committee

Assisted Living Reimbursement Committee meets as needed throughout the year to develop recommendations regarding assisted living Medicaid payment policy and practices. The committee works together to promote legislation and policy change for assisted living providers. The committee is chaired by Zack Wester of Noble Healthcare, and staffed by Lauri St. Ours, WHCA Executive Vice President for Governmental Relations.

Group Retrospective Rating Program Committee (GRRP)

Group Retrospective Rating Program Committee (GRRP) meets bi-monthly and reviews the work of WHCA’s third party administrator and monitors individual facility claim losses. The committee also works to recommend safety products and services and to develop safety-related training programs for facilities. Voting is limited to participating members of the GRRP program. The committee is currently chaired by Carol Ann Andrews, Administrator at Crestwood Health & Rehabilitation Center, and staffed by Angela Ewing, WHCA Operations Manager.

Member Services Committee

Member Services Committee meets on a quarterly basis on matters of interest to the relationship between providers and associate business members of WHCA. The purpose of the committee is twofold: 1) To gather feedback from WHCA Associate Business (AB) members from a variety of disciplines, and 2) to provide an opportunity for collaboration and exchange of ideas, concerns, and insight to benefit WHCA AB members, provider members, and WHCA leaders. The committee is staffed by Angela Ewing, WHCA Operations Manager.

Skilled Nursing Facility Reimbursement Committee

Skilled Nursing Facility Reimbursement Committee meets as needed and focuses on cost reimbursement for skilled nursing facilities in Washington. The committee works together to promote legislation and policy change for better funding in long term care. The committee is chaired by Amy Seils, Director of Reimbursement for Cascadia Healthcare, and co-chaired by Andrew Rapp, Chief Financial Officer at Regency Pacific Management, and staffed by Eric Negomir, Government Relations Manager, and Lauri St. Ours, Executive Vice President of Communications and Government Relations.

WHCA-PAC Committee

WHCA-PAC Committee exists to support those elected officials who make policy and fiscal decisions supporting skilled nursing and assisted living care for Washington Citizens. The WHCA-PAC includes the WHCA CEO, two skilled nursing facility representatives, two assisted living facility representatives, and two representatives-at-large. The WHCA-PAC members are selected by the WHCA Board of Directors, based on the recommendations of a PAC nominations committee. The WHCA-PAC generally meets two to three times per year to review candidate/legislator positions on priority issues for skilled nursing and assisted living providers. The committee is chaired by Lee Field, CEO of Senior Services of America and staffed by Lauri St. Ours, WHCA Executive Vice President for Government Relations.
