WHCA Disaster Preparedness Manual

Long term care providers and operators have an obligation to prepare for potential disasters. Each facility is unique with regard to the types of clients served, geographical location, and proximity to local assistance. For these reasons, all aspects of a Disaster Preparedness Manual must be tailored to the facility.

Preparation, education, and practice are the keys to a well-managed event involving a catastrophic occurrence that comes with little or no warning. This outline is designed to assist your facility in preparing for potential disasters. It is advised that a committee be formed to develop and analyze the manual, as well as provide regular reviews and updates. By following the outline and completing each component, you are sure to develop and implement a workable disaster plan that is tailored to your facility.

This manual was developed by the Florida Disaster Preparedness Committee and the Florida Health Care Association. It is meant to be a reference tool to assist in the development and implementation of a disaster procedure manual and an emergency operations plan for your own facility. Because long term care facilities may differ greatly in their location, population, and structure, no single emergency management plan can be developed to fit all facilities.

Potential disasters considered include: fires, tornados, bomb scares, hazardous accidents in the community, bio-terrorism, hypo- and hyperpyrexia, and hurricanes. It considers disaster plans with and without evacuation; transportation; housing; finance; insurance; and legislative and legal issues. It includes 22 appendices, including many checklists (implementation, administrator, supplies, evacuation, etc.).
