Beginning April 1, 2006 skilled nursing facilities are responsible for billing for all third party payers for Medicaid residents so that the state is the payer of last resort. In an effort to assist providers in making the transition to this new practice, the Health Recovery Services Administration of DSHS (HRSA) has developed helpful hints and suggestions for billing third parties (PDF).
